    "notes": "The number of people receiving the Age Pension at or near the end of each quarter, for Australia, as the Department of Social Services publishes it in its quarterly demographics data on data.gov.au. The department says that Age Pension recipients can in some instances have their Age Pension paid by either Services Australia or the Department of Veterans' Affairs (DVA), that Services Australia pays the vast majority, and that the data includes only the recipients paid by Services Australia. The payments DVA makes in its own right, such as the service pension, are different payments and are not in the table; the department's other income support payments (Disability Support Pension, Carer Payment, JobSeeker Payment) are separate columns of the same table. The department describes the count as including recipients who are current (entitled to be paid, and from the December 2022 file also those on a zero rate of payment) or suspended from payment on the Centrelink payment system, as at the extraction date in each file's Extraction Dates sheet (recorded here as as_at: the last day of the quarter in the earlier files, the last Friday of the quarter from the March 2021 quarter). The department says the extraction method for the Age Pension changed between the December 2020 and March 2021 quarters, to align with its other income support payments, and asks for caution when comparing those two quarters. The national total includes recipients whose address is unknown or overseas, who cannot be placed in a state or territory (the State sheet lists no row for them to March 2014, an Other row in the June 2014 file and an Unknown row from September 2014), so it is larger than the sum of the states and territories. The department publishes counts only: no percentage change, so movements_published is false and observations carry no change_pct. From the December 2022 file the department rounds every cell, totals included, to the nearest 5 to protect privacy, and says this may make totals non-additive; earlier files suppress cells under 5 (under 20 in the first files) and give totals as counted. The department does not revise a quarter's file once published, as far as the portal shows (some resources carry a later modification date, which is the portal's record of a re-upload; the value recorded is the one in the file as downloaded on retrieved_on). The September 2013 quarter comes from the resource 'September 2013 - Payment recipients by payment type and state and territory' (listed by the portal as a CSV, but an .xlsx file), because the 'DSS Demographics September 2013' workbook covers working-age payments only. The department publishes no release calendar. Over the three years to October 2026 a quarter's file appeared between five and ten weeks after the quarter's end (7 August 2026 for June 2026, 15 May 2026 for March 2026, 6 March 2025 for December 2024), so next_release is marked estimated and its date, 1 December, is the latest date on which a September quarter's file has appeared in those three years (1 December 2023), not a date the department has announced. The data set is published under Creative Commons Attribution 3.0 Australia. For the portal's own content, its footer names CC BY 4.0 and its About page CC BY 3.0 Australia; the data set's licence is CC BY 3.0 Australia either way.",
