    "notes": "The index the Social Security Act 1991 names for pension indexation. Section 1197(2) of the Act (compilation No. 234 of 20 September 2026, legislation.gov.au, https://www.legislation.gov.au/C2004A04121/2026-09-20/2026-09-20/text/original/epub/OEBPS/document_4/document_4.html) says the living cost index number for a quarter 'is the All Groups Pensioner and Beneficiary Living Cost Index number that is the weighted average of the 8 capital cities and is published by the Australian Statistician in respect of that quarter'. The ABS first compiled the index for the June 2007 quarter and first published it for the June 2009 quarter (the methodology, June 2026, at reference_base_source_url). From the December 2025 quarter the index numbers are on the index reference period September 2025 quarter = 100 and are published to two decimal places; before that the reference period was 2011-12 = 100.0, to one decimal place (the same methodology). Re-referencing changes the level of every index number but not the percentage movements, apart from rounding, which the ABS says is not a revision; and the ABS says revisions have never occurred and will only occur in exceptional circumstances (the same methodology). change_pct is the percentage change from the previous quarter as the ABS publishes it, to one decimal place; the first quarter's change refers to the June 2009 quarter, which is not recorded here.",
